Safety and Security Policy
Last updated: June 15, 2026. This Safety Policy outlines the measures taken by Amit Library to ensure the safety, security, and well-being of all members, staff, and visitors in compliance with applicable Indian laws.
1. Legal Framework and Compliance
Amit Library operates in full compliance with the following Indian laws and regulations:
- Information Technology Act, 2000 (as amended) — regarding data protection and CCTV surveillance.
- Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013 (POSH Act) — zero tolerance for sexual harassment.
- Juvenile Justice (Care and Protection of Children) Act, 2015 — protection of minors on premises.
- Indian Penal Code, 1860 — Sections 354, 354A, 509 (outraging modesty, sexual harassment, insult to modesty of a woman).
- Disaster Management Act, 2005 — emergency preparedness and evacuation protocols.
- Fire Safety Regulations — as per National Building Code of India (NBC) and state fire department guidelines.
- Shop and Establishment Act (Bihar) — working hours, safety, and welfare of persons employed.
2. Zero Tolerance for Harassment and Misconduct
Amit Library maintains a strict zero-tolerance policy towards any form of harassment, bullying, or inappropriate behavior as defined under the POSH Act, 2013 and the Indian Penal Code. This includes:
- Verbal, physical, or sexual harassment of any kind.
- Stalking, intimidation, or threatening behavior.
- Discrimination based on gender, caste, religion, or disability.
- Creating a hostile or intimidating environment for any member or staff.
Consequences: Any member found guilty of such conduct will face immediate suspension or permanent termination of membership, and appropriate legal action will be initiated under applicable laws including the IPC and POSH Act.
3. Internal Complaints Committee (ICC)
In compliance with the POSH Act, 2013, Amit Library has constituted an Internal Complaints Committee (ICC) to address complaints of sexual harassment:
- Presiding Officer: Library Director
- Members: Two senior staff members (at least one woman)
- External Member: One member from an NGO or legal background

Complaints can be filed verbally or in writing. The ICC will complete inquiry within 90 days and submit findings. Confidentiality of the complainant and witnesses will be strictly maintained.
4. CCTV Surveillance and Data Protection
The library premises are under 24/7 CCTV surveillance for the safety and security of all persons. This is conducted in compliance with the Information Technology Act, 2000 and applicable data protection principles:
- CCTV cameras are installed in common areas, entry/exit points, and corridors. Cameras are NOT installed in washrooms or changing areas.
- Footage is recorded and securely stored for a maximum period of 30 days, after which it is automatically overwritten.
- Access to footage is restricted to authorized personnel only (Library Director and designated security staff).
- Footage will only be shared with law enforcement agencies upon receipt of a valid court order or police requisition under Section 91 of the CrPC.
- Members are informed of CCTV surveillance through visible signage at entry points as required under Section 43A of the IT Act (reasonable security practices).
5. Fire Safety and Emergency Preparedness
Amit Library adheres to fire safety norms as per the National Building Code of India and Bihar Fire Services guidelines:
- Fire extinguishers (ABC type) are installed at strategic locations and inspected monthly.
- Emergency exit routes are clearly marked and kept free from obstruction at all times.
- Emergency lighting is installed in corridors and exit staircases.
- Fire alarm systems are tested quarterly.
- All staff undergo mandatory fire safety training annually.
- Evacuation drills are conducted every six months.
- In case of fire or emergency, members must follow staff instructions and evacuate immediately via the nearest marked exit.
6. First Aid and Medical Emergency
- A well-stocked first aid kit is available at the library reception desk.
- Staff members are trained in basic first aid and CPR.
- In case of a medical emergency, the nearest hospital contact (Government Hospital Obra / Primary Health Centre) is displayed prominently.
- Emergency ambulance number (108) is displayed at multiple locations.
- Members with chronic medical conditions are advised to inform the library management for emergency preparedness.
7. Security of Women and Minor Safety
In accordance with the POSH Act, 2013 and the Juvenile Justice Act, 2015:
- The library premises are well-lit both inside and outside.
- Security personnel are present during night hours (10:00 PM to 6:00 AM).
- Female members can request escort assistance to the parking area during late hours.
- Separate and well-maintained washroom facilities are available.
- Any member below 18 years must have parental consent on file and is advised to leave by 10:00 PM unless accompanied by a guardian.
- Emergency helpline numbers (100 - Police, 1091 - Women Helpline, 112 - Emergency) are displayed prominently.
8. Reporting Safety Incidents
All safety-related incidents, complaints, or concerns must be reported immediately:

- Anonymous: A complaint box is available at the reception for anonymous submissions.
All reports will be acknowledged within 24 hours and investigated within 7 working days. Appropriate action will be taken as per law and library policy.
9. Prohibition of Prohibited Substances and Items
The following are strictly prohibited inside the library premises as per Indian law and library policy:
- Tobacco, alcohol, and any intoxicating substances (Cigarettes and Other Tobacco Products Act, 2003; Bihar Prohibition Act).
- Weapons, firearms, or sharp objects (Arms Act, 1959).
- Illegal drugs or narcotic substances (Narcotic Drugs and Psychotropic Substances Act, 1985).
- Any item that may pose a security threat as determined by library staff.
Violation will result in immediate expulsion, permanent ban, and reporting to the local police station.
10. Disaster and Emergency Protocols
In compliance with the Disaster Management Act, 2005:
- Earthquake: Members must take cover under sturdy desks, away from windows and bookshelves. Evacuate only when instructed by staff.
- Fire: Do not use elevators. Use designated emergency exits. Assemble at the designated safe zone outside the building.
- Medical Emergency: Alert the nearest staff member immediately. Do not move an injured person unless in immediate danger.
- Security Threat: Remain calm, follow staff instructions, and avoid confrontation.
11. Policy Updates and Governing Law
This Safety Policy is governed by the laws of India. Amit Library reserves the right to update this policy as required by changes in law or operational needs. Continued use of library services constitutes acceptance of the updated policy.
